Legacy Child Development Center believes that children learn best when their interests are being explored and nurtured in a natural environment. We welcome children of all abilities and backgrounds into our center, and we work closely in partnership with families and other early childhood professionals to assist all children in reaching their full potential.
Observing children and creating lesson plans that reflect the children’s interests is the best way to nurture their social, physical, emotional, and cognitive development. Within our center, children are provided with opportunities to interact with their peers in a developmentally appropriate environment welcoming children of all abilities that offers a balance of child-initiated and teacher-directed activities reflecting the interests of the children, their primary languages, and their cultural backgrounds.
We truly believe that learning through hands-on experiences, developmentally age-appropriate activities, and play are the best ways to foster a life-long love of learning!
Here at Legacy Child Development Center, we decided to do things a bit differently by creating a truly unique space which fosters early learning in a fun and safe environment that encourages children to safely explore the world around them while also inspiring a lifelong love of learning.

We aim to provide the highest quality child care in Owings Mills, if not the world!
Our fantastic team of educators work cooperatively in order to create a daily schedule and plan activities that meet each child’s unique developmental abilities and needs. The daily schedule and activities create a balance between active and quiet times; large and small group, and individual activities; small and large muscle activities; indoor and outdoor play times; as well as times for self-selection and teacher-directed activities. Lesson plans and the daily schedule will be posted on the parent board.
Consistency from day to day is particularly important to the overall well-being of the children and classroom environment as children thrive on consistency! Routines should be maintained whenever possible for arrivals and departures; meals and snacks; resting or nap times; personal care routines like diapering/toileting and hand washing; and transitions.

To provide individualized education that builds the foundation for a lifetime of success and a love of learning, through experienced and caring teachers, proven curriculum, and a nurturing environment where every child feels valued.
Throughout our center we maintain the following staff-to-child ratios at all times in our classrooms. Children of different age groups may be combined if the following guidelines are followed:

Infants are never combined with children over the age of 18 months, except in certain circumstances (e.g., at the open or close of the center, if children are siblings).
Children 18 to 24 months may be combined in a classroom with children two years of age as long as a ratio of 1 to 3 is maintained.
Children 2 years old may be combined with children who are 3-5 years old as long as the ratio of 1 to 6 is maintained.
Classrooms of children 3 years and older may be combined, with the ratio determined by the age of the majority of the children in the group.

During nap time, at least one staff member shall be present in every room where children are sleeping and/or resting. Staff-to-child ratios can be reduced to one staff member per room where children are resting. An available staff member will remain in the center so, if needed, they can assist in a classroom.
Please note, volunteers such as high school students (at least 16 years of age), college students, parents, or retired individuals may be used to meet staff-to-child ratios.
